An extra $121.5 million is proposed from downstate taxes to fund capital expenses for MTA Downstate Transit Systems. Thruway Authority is to be funded with $1.285 billion for Thruway Stabilization Program for expenditures on NY Bridge, and statewide system. The authority will also continue receiving $85 million in overall support including $21.5 million via direct appropriation. Towards the Department of Motor Vehicles (DMV), the Executive proposed an all funds appropriation of $324.9 million with $199.2 million as capital funding while the rest are fees charged by various departments (New York State, 2015).
